Problem: Install 2019 from scratch only with 2017 uninstall already, I wasn't able to run the script as it looks for the 2017 File structure below and only added part of the database in 2019)
-->In our investigation we have found that in latest Valerus_DB_Script_22.100.1 the path provided to create the VMSArchiving database is static due to which customer was getting this issue. Hence, we have rectified the same and created a new Valerus_DB_Script. 
Solution:
Engineering have created a new script i.e. Valerus_DB_Script_Installer for 22.100 and it's working a expected. Please use the attached script and share us your feedback. Also, we have pushed these changes in the next build 22r2
