Problem: If Customer wants to use SQL 2019 instead 2017 they would have to install 2017 first which comes with valerus, create two instance of sql database, one name VIIOperational which installs with valerus software and then a blank SQL database, Then upgrade to SQL 2019 and upgrade the VIIOperational Database.
The blank SQL database created is to allow the full uninstall of SQL 2017
